    JOB SUMMARY:

    Supervises all finance and accounting related functions in the Regional Office to ensure complete, accurate and timely preparation of financial reports, compliance with statutory requirements and company’s policies and procedures.  Ensures that the branch’s policies, controls and guidelines comply with the head office. Manages Finance Staff to ensure that assigned work is completed effectively and efficiently.

    DUTIES AND RESPONSIBILITIES:

    Responsibilities:

    Disbursements
    1. Payables

    a. Review request for payments as to the validity of transactions, checks if included in the contract as per endorsement of responsible department, properly supported by documents and compliance of company’s operating policies and procedures.
    b. Check proper accounting entry before endorsing to Branch Business Unit Head for approval.

    2. Cash Management

    a. Review and monitor the administration of Petty Cash & Revolving Fund (Main & Branches) to ensure that it is efficiently managed to support the day-to-day cash requirements of the company and that company’s operating policies and procedures are properly implemented.

    b. Check proper accounting entry of replenishments before endorsing to Branch Business Unit Head for approval.

    3. Receivable Management

    a. Review & monitor the status of major, past-due & other accounts to ensure that all accounts due for collection are properly collected and that accounts with collection issues are properly addressed.

    b. Monitor that all billings were delivered timely and accurately.
    c. Make initiatives to identify issues and concerns of the client for not settling the accounts. Anticipates feedback for accounts that require special attention and expedite to resolve the client issues for delayed and non-payment of accounts.

    Accounting 

    1. Financial Recording and Analysis

    a. Ensures complete, accurate, and timely recoding and posting of accounting entries in the books and in accordance with the Philippine Financial Reporting Standards.

    b. Performs reconciliation and analysis to ensure that the account balance in the subsidiary ledger is in agreement with the amount in the summary-level account in the general ledger.

    1. Inventory and Fixed Asset Management

    a. Implement policies, procedures and form for inventory management approved by CHQ

    b. Ensures proper recording of inventory purchases, movement and issuances.  Reconcile the balance in the subsidiary ledger to the summary-level account in the general ledger.

    c. Ensures proper charging of inventory cost per project/client/contract.
    d. Ensures conduct of periodic physical inventory counts.
    e. Prepare monthly reports and schedules related to inventory as requested by Management.

    1. Financial Reporting

    a. Oversees the accurate, complete and timely summary of financial transactions
    b. Facilitates the reconciliation of critical accounts to ensure completeness and accuracy of the balances per general ledger.
    c. Prepares and finalizes the business unit’s income statement and gross profit analysis per client
    d. Prepares and finalizes the monthly income statement and balance sheets of the branch
    e. Other financial related reports and analysis required by CHQ on a regular basis
    f. Report to the Branch Head the state of Branch’s finances, make recommendations on ways to improve support and highlighting areas of concern with financial controls within the branch.

    1. Tax and Statutory Compliance

    a. Supervises the accurate and timely filing and payment of the following taxes to the local government.
    b. Renewal of Business Tax (HO/Site & Branch)

    1. Financial and Internal Control

    a. Ensures that the Regional Office’s policies, controls, and guidelines comply with the head office.

    b. Ensures that adequate financial controls are in place within the Regional Office and recommend areas for improvements.

    c. Ensures that financial rules and policies of the company, as well as the taxation, legal and regulatory framework, are being followed.

    d. Makes recommendations for improvements and, where directed, working with Internal Audit to rectify internal control weaknesses.

    1. Attends to administrative tasks 

    QUALIFICATIONS:

    • Must have at least 3 years’ experience in the related field
    • Supervisory/Team Lead experience is a must
    • Experience from a lending company is an advantage but not required
    • Proven experience in accounting functions (Payable and Cash Management) is an advantage
    • Flexible, well-organized, well-developed communication and interpersonal skills
    • High proficiency in using financial systems and analytical tools especially Excel
    • Can work under pressure
